Macedonia

The project 'Strengthening central and local administrative capacities, for implementing and enforcing the environmental acquis' is part of the European Commission's Twinning Programme. In the beneficiary countries, Twinning provides the framework for public administrations and semi-public organisations to work with their counterparts in EU Member States.

Project objectives

Good compliance with environmental legislation is a major challenge for any country. One of the main targets of Macedonia's Ministry of Environment and Physical Planning, is that all Macedonian citizens, industries and other stakeholders will comply better with environmental legislation.

These are the project's main objectives:

  1. To improve the laws describing how the environmental inspection system and its inspectors work.
  2. To suggest environmental inspection changes in the institutions, to optimise their resources.
  3. To improve inspection authority planning, making the biggest environmental problems they detect a priority.
  4. To deliver or support tools for the inspectors' and industrial operators' day-to-day duties, such as a website, an information management system, guides for inspectors and industrial owners, and inspection checklists for specific industrial sectors.

Beneficiary institutions

The main beneficiary of the project is the State Environmental Inspectorate (SEI).

While working with the competent environmental authorities, there will also be dissemination and interaction with other relevant stakeholders. During implementation, this will include industry, NGOs and the general public.

Implementing institutions

The project is implemented by organisations in a consortium of three EU Member States:

  • Spain: Galician Regional Ministry of Environment, Spatial Planning and Infrastructures, and FIIAPP
  • The Netherlands: Dutch Knowledge Centre InfoMil
  • Portugal: General Inspectorate of Agriculture, Sea, Environment and Spatial Planning

Duration of the project

The project will last 18 months, from January 2015 to June 2016.
