In 2009 the Seveso II Directive was transposed into Croatian legislation. The objective of the 'Education for developing professional environmental protection activities in relation with Seveso II Directive in Croatia' project was to provide Croatia with fast and in-depth insight into the capacity that had to be developed for the implementation of the Seveso-II directive in practice.
The Croatian Ministry of Environmental Protection, Physical Planning and Construction (MEPPPC) wanted assistance in preparing a guideline for major accident prevention within the context of the Seveso-II directive. A training programme informed the competent control authorities about their responsibilities and tasks according to the Seveso-II directive. The activities were implemented by experts from DCMR and InfoMil/NL Agency.
The European Seveso-II directive (96/82/EC) was written to control the risks and hazards of major accidents. The directive tries to reduce the number of accidents (prevention) by prescribing organisational and technical prevention measures to be taken by companies. The directive also tries to reduce the effects of accidents, prescribing emergency response measures, communication plans and technical measures to prevent hazardous substances affecting the environment.
The Croatian Ministry of Environmental Protection, Physical Planning and Construction (MEPPPC) is responsible for preparing and implementing environmental legislation.
The Croatian legal framework to prevent major accidents is formed by the 'Environmental Protection Act' (Official Gazette no. 110/07), the 'Regulation on the prevention of major accidents involving dangerous substances' (OG no. 114/08) and the ‘Regulation on information and participation of the public and public concerned in environmental matters' (OG no. 64/08).
According to the 'Regulation on the prevention of major accidents involving dangerous substances', the Ministry of the Environment and the National Protection and Rescue Directorate are the competent public authorities for Seveso legislation in Croatia. Other Seveso stakeholders are: the Ministry of Interior and the Croatian Environment Agency.
