Support of EIA, Permitting and Inspection for the Georgian Ministry of the Environment protection

In close cooperation with the Netherlands Commission on Environmental Assessment (NCEA), InfoMil implemented this project aimed at increasing the capacity and institutional strengthening of the Georgian Ministry of Environmental Protection, in the field of Environmental Impact Assessment, Permitting and Inspection.

Project Objectives

The project objectives were as follows:

  • To increase the capacity and institutional strength of the Georgian Ministry of Environmental Protection, in the field of Environmental Impact Assessment and Permitting.
  • To increase the capacity and institutional strength of the Georgian Inspectorate for Environmental Protection, in the field of environmental compliance assurance in Georgia.
  • To help the Georgian Ministry of Environmental Protection set up a knowledge centre for the environment.

Project Intervention

The project intervention consisted of 6 phases. The project started with a kick-off meeting with the Minister and the first Deputy Minister to define the objectives and activities. In the second phase (Development Phase), management systems and documentation (guidelines for selected sectors, checklists for inspectors) were developed and implemented. In the third phase (Training Phase), the core group wastrained in skills and expertise in selected industrial sectors and EIA. The focus within this phase was on 'train the trainer'. The documentation developed in the second phase was used as training material in this third phase.

In the fourth phase, the business plan for the Knowledge Centre for the Environment was developed and a training, education and information facility was set up. In the fifth phase (Investment Phase), inspection equipment and equipment for education and information facility was purchased. The project ended with a final conference (Completion Phase).

Duration of the project

The project duration was from January 2013 till May 2014.
