InfoMil together with other Dutch organisations operating in the water sector worked in close cooperation with Turkish counterpart Iller Bank and beneficiary Ministry of the Environment and Forestry on a bilateral project to Develop Appropriate Methodology for Wastewater Treatment in Small and Medium-Sized Municipalities in Turkey.

The project was a Government-to-Government (G2G) project, financed by the Dutch Agency for International Business and Cooperation (EVD) for the Ministry of Infrastructure and the Environment (IM), carried out under the framework of the implementation of the European Council Directive 91/271/EEC of 21 May 1991 on urban wastewater treatment (UWWT) as part of Turkey's accession to the European Union.

Project Objective

The overall objective of the project was to strengthen Turkey's implementation capacity for EU environmental acquis, in particular, Council Directive 91/271/EEC concerning urban wastewater treatment. The project enhanced knowledge at Iller Bank, Ministry of the Environment and Forestry (MoEF) and municipalities on appropriate treatment processes for small and medium-sized municipalities. Options and alternatives for wastewater treatment investments were analysed. This analysis was used in feasibility studies and final designs of four pilot projects. Technical specifications and operation and maintenance manuals for each process were prepared. The project results were used as a basis for establishment of an efficient planning and implementation methodology for wastewater treatment investments by the MoEF and the Iller Bank.

EU Relevance

The EC Urban Wastewater Treatment Directive (UWWTD) 91/271/EEC of 21 May 1991 was designed to reduce pollution of fresh water, estuarine and coastal waters by domestic sewage and industrial wastewater - collectively known as 'urban wastewater'. The Directive sets minimum standards for the collection, treatment and discharge of urban wastewater. See subject urban wastewater for further information.

Beneficiary Institutions

As an affiliated institution of Ministry of Public Works and Settlement in Turkey, Iller Bank is an investment and development bank. The Bank provides assistance at the request of local administrations, which are shareholders in the Bank's capital. These services include technical consultancy for urban infrastructure investment projects (map preparations, urban planning, water supply, sewerage network system, water and wastewater treatment plants, solid waste management system, sea outfall, geothermal application and building construction) and banking services for which investment and development banks are authorised.

The duties of the Ministry of the Environment and Forestry (MoEF) in the environment sector include drafting laws, preparing rules and internal regulations and creating institutions. The Ministry also issues permits for installations and the enforcement of environmental legislation. Moreover, MoEF is responsible for coordinating the environment chapter of EU legislation and is the Managing Authority of Environmental Operational Programme.
